Sections 504 and 508 of the Rehabilitation Act of 1973 .
California's Instructional Materials Fund covers the cost of production and
dissemination of such specialized media as braille, large print, recordings,
and American Sign Language VideoBooks that support access to the general
curriculum by students with disabilities.
The American Printing House for the
Blind (APH) products are provided pursuant to the US
Code, Title 20, Chapter 6, to promote the education of the blind.

Federal Quota Registration Legally Blind
The Federal Quota registration of students that qualify as legally blind is a national enrollment, mandated by Congress following the Act to Promote the Education of the Blind 1879.
